Did Trump waste 4 years hoping DOJ (or someone else) would save America?

I don't see 4 waisted years. Trump is still alive, he appointed more judges than anyone I know of, including 3 Supreme Court Justices.  Did he misjudge the depth of the swamp? Could he have known how many enemies he would have on both sides of the aisle? Did most pretend to support the American people while trying not to be outed as long time members of the deep state?
I see more people aware of our predicament than ever before, Christians and non.
In other words, he bought us some time. What we choose to do with it is up to us.  Covid-19 accelerated many things long in the works and had the Dems been in control I firmly believe there would be no further opportunities. God granted us another chance at repentance.   Trump has not outlived his usefulness.  
As for Barr?  No one gets to that level of power unless they can be black-mailed or bribed. Even if he should want to do the right thing does he want to be suicided?  Can he protect his family?
We do have a clearer picture of where many stand, and God is still on His throne.
